VAT Registration Threshold: When Must You Register?
Understanding the VAT registration threshold in the UK. Learn when you must register, voluntary registration benefits, and what happens if you miss the deadline.
Current VAT Registration Threshold
As of April 2024, the VAT registration threshold is £90,000.
You must register for VAT if:
- Your taxable turnover exceeds £90,000 in any rolling 12-month period
- You expect to exceed £90,000 in the next 30 days alone
How the Threshold Works
The £90,000 threshold is based on your taxable turnover - this includes most goods and services you sell, but excludes:
- VAT-exempt supplies (like insurance, finance, education)
- Sales of capital assets
- Income from employment
Rolling 12-Month Test
HMRC does not just look at your financial year. They use a rolling 12-month test, meaning you need to check your turnover at the end of every month.
Example: If your turnover from December 2023 to November 2024 exceeds £90,000, you must register.
Registration Deadlines
Once you exceed the threshold:
- You must notify HMRC within 30 days of the end of the month you exceeded
- Your registration takes effect from the first day of the second month after exceeding
Example: Exceed threshold in October → Notify by 30 November → Registration effective from 1 December
Penalties for Late Registration
If you register late, you must account for VAT from when you should have registered. This means:
- Paying VAT you should have charged but did not
- Possible penalties based on the VAT owed
| Behaviour | Penalty |
| Reasonable care | 0% |
| Careless | 0-30% of VAT owed |
| Deliberate | 20-70% of VAT owed |
Voluntary Registration
You can register for VAT even if below the threshold. Benefits include:
Pros:
- Reclaim VAT on purchases
- Appear more established to clients
- Prepare for growth
Cons:
- More administration (quarterly returns)
- Must charge VAT to customers
- Record-keeping requirements
